Alkanadi:What is it tio instead of tiu?"That is the most suitable location ..." The core construction is "That is (a) location." "Tio estas loko." While you can say "tiu loko", you can't say "tio loko." Also since esti is a copula, it shows equivalence and relationship.

The phrase "Tiu estas" is missing the noun.

Tiu - that individual person or thing contrasted with other persons or things of the same type.
It may help to think of tiu as that one.
A: I was sleeping in my bed ...
B: (jokingly interrupting) That's the best place to sleep (Tio estas ..)

Both can stand on their own, but if you're going to immediately name the thing you're pointing at (i.e., that X), then you must use tiu, because if you use tio you'll have an o-vorto modifying another o-vorto, which is not allowed.
Tio estas la plej taŭga loko.
Tiu loko estas la plej taŭga.
Both mean essentially the same thing, but the second carries more of a sense of one out of a number which the first does not. In practice, however, I would use them interchangeably, as the difference here is slight.
