It seems to me that the meaning of the "out-" prefix varies greatly. It could be translated in various ways depending on the idea and I don't think a prefix equivalent to "out-" can be applied in many circumstances:

A human being can't outrun a cheetah- Homo ne povas kuri pli rapide ol gepardo.

No one will ever outwork me.- Neniu iam laboros pli forte ol mi.

What is the outlook for next year?- Kio (or Kia) estas la perspektivo por la venonta jaro?

What was the outcome of the game?- Kio estis la rezulto de la ludo?

This car outsold all others- Ĉi tiu aŭto pli bone vendiĝis ol ĉiuj aliaj.

Mustelvulpo has it. So many words using 'out-' in English are compounded as single words anyway: outwit, outbid, outgrow, outmoded..etc,. These are similarly single-words in Esperanto, but not with a single prefix: superruzi, superproponi, preterkreski, eksmoda.

However the question is pretty threadbare, so who knows what the intention was.

Supposing that the hyphen wasn't there I would have more understood the questionning... Meaning that something is out... kind of past of date...

"out-". As in "out-con", meaning to prey on a mark's dishonesty.

That's a rather left-field example. And where is this compound defined because it's by no means standardised as such (it also means basically outdo or outwit in a game of wits). Outdo and outwit are far more common and even have clear Esperanto equivalents.

I feel like "out-con" can be pejorative both on the person doing it and the victim, whereas outdo and outwit are neutral or even positive.

For that reason, I suggest a paraphrase.
The lawyer managed to out-con the conman. / La advokato sukcesis trompi la trompiston. (neutral/positive)
The lawyer out-conned even the mob boss. / La advokato prifriponis eĉ la mafiestron. (negative)

I just wanted to know what you call turning someone's efforts against themselves by using that which in some way is there own methods, indeed such as preying on a mark's tendency toward deception.
