Even in English the common phrase has been 'sounding/raising the alarm'. Esperanto can come up with a unique term, in the way 'town crier' is anoncisto.

RiotNrrd:Malkaŝulo?Or malkaŝisto. That sounds more active than malkaŝulo.
(Though it may be confusing in that a kaŝisto is basically what we could call a fence [of stolen goods]).
