I don't think it should be translated as 'whistleblower' from English in any case. In other languages other (related) ideas are used to express the same thing e.g. 'klokkenluider' (Dutch) as as in the sounding of bells which has always been used to indicate a warning.

Even in English the common phrase has been 'sounding/raising the alarm'. Esperanto can come up with a unique term, in the way 'town crier' is anoncisto.

(Though it may be confusing in that a kaŝisto is basically what we could call a fence [of stolen goods]).
